  • Are the streets in Yarrow privately or publicly owned?
    Alleys and common areas are owned and maintained by the Yarrow Home Owners Association. The streets are publicly owned and maintained by the City of Madras.
  • How is Yarrow HOA governed?
    A Board of Directors of three HOA members is elected every year. Replacements for vacancies due to death, resignation or removal are appointed by remaining board members until the next election.
  • What do I need to know about building and maintaining a home in Yarrow?
    Yarrow has a comprehensive list of requirements that govern design and construction. Design is overseen and reviewed by the Design Review Committee and the Design Guidelines. Visit our Owner Resources page to access the owner and builder documents and other helpful resources. Enhancements to and maintenance of homes are covered by comprehensive policies detailed in the Covenants, Conditions & Restrictions (CC&Rs). The CC&Rs detail the limits and rules placed on Yarrow homes to maintain a high standard of livability, presentation, and maintenance for all owners.   • Is parking and storage of RVs, boats and utility trailers allowed in Yarrow?
    RVs (campers, trailers, motorhomes), boats and utility trailers may be parked on the street or on the homesite property for up to 48 hours to allow for packing, unpacking, and regular maintenance. After 48 hours, RVs, boats and utility trailers must be removed from Yarrow and stored off Yarrow development property.
  • What is the Yarrow Reserve Fund?
    A reserve fund has been established to accumulate savings (allocated from annual HOA dues) in a separate account to cover emerging maintenance issues in common areas not covered by annual maintenance plans. For example, if an alley needed to be repaved, the reserve fund would cover the cost.
  • What is the Weed Fee?
    The annual Weed Fee is used to pay for spraying by a commercial landscape company to reduce weeds on vacant lots to manage overgrowth and contribute to fire prevention. The fee is assessed only against the owners of vacant lots.
  • What is the Yarrow Enhancement Fund?
    The Yarrow Enhancement Fund is a small fee (1/4 of 1 percent) paid at the time of the resale of each residential property. The proceeds fund social and/or cultural events, and economic and/or environmental improvements that enhance the lives of Yarrow residents.
